The Japanese government has begun releasing nuclear-contaminated water from the Fukushima Daiichi nuclear power plant.

The water to where the nuclear-contaminated water discharged belongs? In 2011, the world was painfully reminded of the destruction and ecological carnage caused by nuclear power plants when the Fukushima nuclear disaster occurred. Now, more than a decade later, vast amounts of nuclear-contaminated water are being released into the ocean. How can we hold nuclear power and the disposal of contaminated water accountable when so many lives depend on the ocean? Who has the authority to decide and be responsible for the safety of the community we share – our planet?

After the Japanese government announced plans to discharge contaminated water from its nuclear reactors, international outcry wasn’t compelling enough, and some countries that had expressed opposition soon reversed their positions and came out in favor. In the case of South Korea, the government is actively trying to convince the public of nuclear-contaminated water by producing promotional materials with a large budget, and the ruling party has recently started using the term “treated water” instead of “contaminated water.”

When we talk peace as belonging to all, sometimes it’s hard to imagine who that “all” is. But events like the Fukushima nuclear-contaminated water discharge allow us to expand on the idea of “all”. The ocean is part of an ecosystem that is connected to “everyone” on the planet. But it is a great misfortune that this important decision, a decision that has a huge impact on the lives of “everyone,” is in the hands of a few politicians.

Over the past few days, fighter jets have been spotted flying over apartment complexes in Gyeonggi Province, and fighter jet noise has been heard across the country. A few days ago, an evacuation siren sounded at 5:50 a.m. in a neighborhood in Goyang City, Gyeonggi-do, but it is not known who set it off or why. What is the meaning of safety in the word security? Nuclear contaminated water being discharged into the sea, fighter jets gliding overhead, is this okay?

This 2023 PEACEMOMO Fall College, “Commons: Peace and Security for All” will explore the conditions for coexistence and peace through the lens of the commons. We invite you to consider what security is, what it should be, and how to exercise self-determination in your daily life.
