[자료] ‘평화를 위한 재정’ 자료집 및 인포그래픽 ‘Financing Peace’ Proceedings & Infographics

2025년 7월 31일과 8월 1일, 피스모모는 아태여성법&개발 네트워크(APWLD)의 초대로 유엔인권정책센터(KOCUN)와 ‘평화를 위한 재정(Financing Peace)’ 한국 시민사회 협의(National Consultation)를 공동주최했습니다. 외채와 인권에 관한 독립 전문가(Independent Expert) 아티야 워리스(Attiya Warris)의 한국 방문에 맞춰 아시아 태평양 지역과 한국을 둘러 싼 평화를 위한 재정 구조와 재정 확보를 논의하는 자리였는데요. 국제 개발 협력, 평화와 군축, 우주군사화, 기후위기 등의 여러 아젠다들을 통합적으로 연결하고 비판적으로 흐름 전환을 모색해 볼 수 있었습니다.

공동의 작업을 통해 주제별 정책 권고 사항도 도출할 수 있었는데요. 한국이 세계적 무기수출에 앞장서고 있는 만큼 한국 무기를 수입하는 분쟁 국가들에 한국의 무기가 미치는 영향을 비판적으로 인지해야 하며, 무기 생산 및 수출은 물론 첨단 기술 개발과 ODA등의 영역에 인권 및 윤리적인 영향 또한 평가해야 한다고 목소리를 모았습니다. 많은 것이 시장화된 구조에서 평화를 위한 재정을 기반으로 탄탄한 평화의 산업이 구성되도록 은근하지만 꾸준한 힘이 쌓이길 기대합니다.

발제문과 정책 권고 사항을 담은 자료집, 그리고 한국 정부의 무기 수출과 군사비 지출 흐름을 담은 인포그래픽을 공유합니다.

On July 31 and August 1, 2025, PEACEMOMO co-hosted a National Consultation on Financing Peace with the Korea Center for Human Rights Policy (KOCUN) at the invitation of Asia Pacific Forum on Women, Law and Development (APWLD). This event, held in conjunction with the visit to Korea of Attiya Warris, the Independent Expert on Foreign Debt and Human Rights, aimed to discuss the structure and securing of financing for peace in the Asia-Pacific region and Korea. It provided an opportunity to critically examine and seek a shift in the direction of various agendas, including international development cooperation, peace and disarmament, militarization of outer space, and the climate crisis.

Through collaborative efforts, the consultation also produced policy recommendations on specific issues. Given South Korea’s leading role in global arms exports, it is crucial to critically assess the impact of South Korean weapons on conflict-affected countries that import them. Additionally, the participants emphasized the need to evaluate the human rights and ethical implications of arms production, exports, advanced technology development, and ODA (Official Development Assistance). In a structure where much is marketized, we hope that a steady yet subtle force will accumulate to build a robust industry of peace based on finances for peace.
